Rotate a shared wallet's key

A shared wallet (a multisig) needs several people's approval to move funds. This replaces one exposed key in it with a new one in a single change: the new key is added in the same step that removes the old one, so the wallet never has a member fewer and still needs the same number of approvals. Safe on EVM chains, Squads on Solana.
